The Global Network and Regional Engagement team seeks a talented leader with strong program management and communications skills, as well as experience living and working in Latin America or Africa. Reporting directly to the Vice President of Global Network and Regional Engagement, the Director will be responsible for determining programmatic approach and providing technical expertise for special projects, including program design, implementation, and evaluation on the Global Network and Regional Engagement team. The Director will play a key role in the development and implementation of strategies to engage the Vital Voices network to catalyze our impact globally.

The Director will provide strategic direction to programs in the Global Network and Regional Engagement Portfolio, ensuring that all initiatives, programming and support are reflective of international best practices in global development, community empowerment and gender-based violence.  (S)he will also contribute to budgetary oversight, monitoring and evaluation efforts for the Global Network and Regional Engagement team. The Director’s scope will also include strategic planning, financial oversight, fund development, relationship building, and team management support. This work will also provide substantive input into the department strategy and its implementation.

In this role, the Director will oversee several projects under our Voices Against Violence Initiative, a public-private partnership between The Department of State, Avon Foundation and Vital Voices. Projects are wide ranging including the VAV Fellowship, all programs in Latin America and the Caribbean (LAC) and Sub-Saharan Africa as well as oversight and management of several USG-funded subawards. This hire will also manage several of our corporate partnerships, providing gender-based violence subject-matter expertise and consultative services to corporate partners. Diversity, equity and inclusion is also an important value to the VAV Initiative, and the Director must be able to apply a DEI lens to the implementation of the projects in the Global Network and Regional Engagement Portfolio, ultimately contributing expertise to inform the strategic approach for implementing all VAV activities.


  • Network Engagement: Provide oversight on Vital Voices network initiatives including Chapter Management, Global Activation Day, Network Check-ins, Voices of Solidarity, Crisis Response. Build relevant toolkits for the use across the Vital Voices network.
  • DRL: Manage several Department-of State programs such as the VAV Fellowship; the Boko Haram Consultancy, The Majal subaward, current Honduras and Caribbean programs (slated to end by 12/2021); the new Caribbean program (beginning in 10/2021), Regional Convenings, the Flexible Grants, and other DRL-related programs.
  • Regional Expertise: Provide consultative expertise to team members, lead trainings in Spanish and build relationships with regional partners, particularly in the LAC region and Africa.
  • International Development Expertise: Maintain and cultivate understanding best practices in international sustainable development, including legal frameworks, key stakeholders, community engagement, political/governmental structures, security and safety mitigation, social norms, as well as existing and emerging issues worldwide. Serve as a resource person internally and externally to provide knowledge and technical assistance on international development practices.
  • Gender-Based Violence Expertise: Maintain understanding of gender-based violence challenges and bridging best practices to the cultural context in the Latin America and the Caribbean (LAC) or Sub-Saharan Africa regions; including stakeholder engagement, understanding geopolitical impacts, and the role of governmental entities.
  • Community Advocacy/Organizing Expertise: Serve as a resource for, and provide technical assistance to, fellow staff members, coalition partners, in-country beneficiaries, community organizations and other stakeholders on community development and community organizing standards and best practices; Develop, nurture and maintain effective relationships with a wide range of governmental, public and civil society representatives.
  • Communications: Oversee the creation of reports for donors, 1-pagers, concept notes, and other communications documents for Global Network and Regional Engagement team and specific programs. Oversee and edit program content and descriptions on VV website and other print or electronic media. Interact with media as necessary with guidance from VV communications team.
  • Facilitation & Training: Facilitate customized trainings for Global Network and Regional Engagement programs, particularly in Latin America, to enhance the performance of civil society organizations, legal justice actors, service providers, and other stakeholders, focused on best practices for protecting and assisting survivors of gender-based violence while creating access for marginalized populations.
  • Curriculum Development & Learning: Develop program curriculum, which incorporates research and development in the field of international development and community advocacy, gender-based violence as well as close consultation with program stakeholders, including program beneficiaries, funders, expert consultants, and other contributors. Incorporate regional, linguistic and cultural considerations into all aspects of curriculum design. Ensure learning objectives, activities, implementation strategies and evaluation systems lead to intended outcomes and objectives. In this vein, coordinate with relevant team and organizational partners on the creation and implementation of M&E tools related to program development and training.
  • Program Management: Oversee a portfolio of Global Network and Regional Engagement programs, as well as other initiatives focused on community development and advocacy, including planning, set up, implementation, evaluation and close out. Ensure adherence to program plans and schedules as well as develop solutions to problems. Monitor the technical performance and outcomes of the program according to M&E plan. Direct training workshops and other convenings as part of program (including development of content, facilitate meetings, conduct trainings, etc.). Manage other program processes as needed.
  • Human Resources: As part of program management, identify, recruit, and manage suitable candidates for program consultants and/or staff members. Actively participate in the hiring process.  Serve as Team Lead for professional development and advancement.
  • Financial / Grants Management:  Provide input and oversight on multiple program budgets and forecasts. Manage spending and review financials for accuracy. Confirm that all financial transactions are done in accordance with VV and donor regulations, particularly the Department of State. Ensure due diligence practices to minimize risk and confirm financial resources are spent effectively to meet program outcomes and objectives.
  • Relationship Management & Business Development: Identify and liaise with key stakeholders in and across regions. Maintain contact and relationships with organizations, individuals, and participants on VV’s behalf. Work with VP and other members of Senior Leadership team to pursue grant opportunities. Lead and/or assist in writing proposals, concept papers, pitches, etc. Ensure timely submission of proposals/reports.


  • Minimum Bachelor’s degree with 10-12 years of relevant experience. Alternatively, a law degree or graduate degree in international affairs/development or related field and eight years of experience in program management or related experience.
  • Demonstrated interest and experience in implementing best practices in international development, community organizing, community advocacy and equitable inclusion of marginalized communities.
  • Demonstrated experience managing USG-funded grants and subawards, with a strong understanding of the 2 CFR 200.
  • A proven track record of strong program management including curriculum design, program planning and implementation, facilitation, financial management, budgeting, monitoring and evaluation, staff supervision and managing donor relations.
  • Background or experience working and living in Latin America or the Caribbean.
  • Fluency or advanced proficiency in reading, writing and speaking Spanish.
  • Evidence of strong interpersonal and cultural competency skills.
  • Excellent written and oral communication skills including public speaking and training facilitation.
  • Ability to prioritize work, execute, implement, and deliver high-quality programming well, and deliver high-quality results within very tight timelines, in budget and with minimal supervision.
  • Track record of demonstrating excellent judgement, sensitivity, and values in line with Vital Voices mission.
  • Technology literacy, including strong Microsoft and Salesforce skills.
  • Significant network of international contacts in the public and private sector.
  • Experience of working on USG grants or cooperative agreements, such as US State Department or USAID grants.
  • Experience supervising and leading development of at least two direct reports
  • Experience working on gender-based violence programming in the international context required, preferably including best practices in coordinating multidisciplinary teams and/or leading social change initiatives to prevent gender-based violence.
  • Ability to work independently as well as collaboratively with the Vital Voices teams and broadly across the organization.
